Leaders agree to pursue new and verifiable reductions in offensive arsenals

Dmitriy A. Medvedev, President of the Russian Federation, and
Barack Obama, President of the United States of America,
Regarding Negotiations on Further Reductions in Strategic Offensive Arms
The President of the United States of America, Barack Obama, and the President of the Russian Federation, Dmitriy A. Medvedev, noted that the Treaty on the Reduction and Limitation of Strategic Offensive Arms (START Treaty), which expires in December 2009, has completely fulfilled its intended purpose and that the maximum levels for strategic offensive arms recorded in the Treaty were reached long ago. They have therefore decided to move further along the path of reducing and limiting strategic offensive arms in accordance with U.S. and Russian obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons.
The Presidents decided to begin bilateral intergovernmental negotiations to work out a new, comprehensive, legally binding agreement on reducing and limiting strategic offensive arms to replace the START Treaty. The United States and the Russian Federation intend to conclude this agreement before the Treaty expires in December. In this connection, they instructed their delegations at the negotiations to proceed on basis of the following:
-- The subject of the new agreement will be the reduction and limitation of strategic offensive arms;
-- In the future agreement the Parties will seek to record levels of reductions in strategic offensive arms that will be lower than those in the 2002 Moscow Treaty on Strategic Offensive Reductions, which is currently in effect;
-- The new agreement will mutually enhance the security of the Parties and predictability and stability in strategic offensive forces, and will include effective verification measures drawn from the experience of the Parties in implementing the START Treaty.
They directed their negotiators to report on progress achieved in working out the new agreement by July 2009.

Pakistan to suspend military operations against Taliban Terrorist
The Pakistan government on Saturday announced that it will suspend military operations against the Taliban in the country's north-western tribal areas in view of the holy Islamic month of Ramzan, but warned that any action by the militants would meet with a firm response.
Rehman Malik, who functions as the interior minister, said operations against militants by the army and law enforcement agencies would be suspended between August 31 and the second day of the Islamic festival of Eid-ul-Fitr, which marks the culmination of Ramzan.
"This move should not be considered as a sign of weakness on the part of the government. If there is any action (by the militants) against the security forces, a firm response will be made," he told reporters. The holy month of Ramzan is expected to begin in Pakistan on September 2 or 3 after the sighting of the moon.
The Pakistan Army and paramilitary forces are currently engaged in operations against Taliban fighters in the tribal Bajaur Agency and the scenic Swat valley in the North West Frontier Province. A total of 562 militants had been killed in the operations so far, Malik said. He made it clear that there would be no ceasefire and that the security forces would only suspend their operations against the militants.
The suspension was being done only for the month of Ramzan, he said. The government "reserves the right to reinitiate law enforcement actions and military operations" if the militants begin regrouping or carry out any attacks on the security forces, he said.

US military tracks Santa's Christmas Eve journey, Dreaming of a green Christmas

This year children will have a range of hi-tech options when it comes to following the progress of Santa on Christmas Eve.
The North American Aerospace Defense Command (Norad) has been tracking Santa for over 50 years.
Children can follow his progress via its website or on Twitter, Facebook or via Google Maps or Google Earth.
It is becoming the hi-tech equivalent of reading The Night Before Christmas to excited children on Christmas Eve.
Father Christmas's journey starts at 1100GMT on 24 December and children can track his progress as he passes 24 "Santa cams" around the world.
This year they can also check out Santa's village and see how well the elves are getting on with making presents.
Norad volunteers are on hand on Christmas Eve to answer e-mails about Father Christmas's journey at noradtrackssanta@gmail.com.
Norad is a military organisation that is responsible for the aerospace and maritime defence of the US and Canada.
The tradition of tracking Father Christmas goes back to a misprint in a Colorado newspaper advertisement in 1955.
The hotline to Santa promised by the paper actually connected to what was known then as the Continental Air Defense Command (Conad).
As more phone calls came in, the commander on the other end of the phone started to pretend he was Santa and the tradition continued in 1958 when Conad became Norad.
Last year volunteers received 75,000 phone calls and about 6,000 e-mails from 200 countries.
The system works, according to Norad, because Rudolph the reindeer's famous nose gives off an infrared signature similar to a missile launch.
